The program icon is placed on your computer desktop. It is a lime green and red icon. What you attached is a listing in your computer folder, not your programs folder.

You are correct! But all my other programs' icons show up in my computer
folder, and I can open them directly from the computer folder. Why is it
not doing so this time around in upgrading to the 2011 version of your
program?
For example:
Notice the other icons showing up when two other folders are opened.

FINAL SOLUTION:
Called George and the issue is that there is no shortcut in the Start menu Programs folder for Retirement Savings Planner. We need to enter a bug ticket to see if it is a bug in the installer for the personal edition.
Meanwhile, we created a shortcut to the program, then went and pasted it into the proper location on his computer.
For Windows 7 the proper location for the Global / All users Start Menu is located at:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs
He then found the Retirement Savings Planner folder. Pasted the shortcut in there.
And finally renamed the shortcut "Retirement Planner Program".
George then clicked on the Start menu - Programs - Retirement Savings Planner and confirmed that the shortcut was there and that it indeed worked correctly to start up the software.
