I recently Spoke with Kevin who was assisting David with his his software. Upon launching the software they get error code 429.
They are using the professional Edition version 2013.2 on a PC.
SOLUTION:
Tech guy had to use restore points to get it working.
He rolled back to a Windows restore point from before customer reported problem.
Things that did not work:
- registering controls... could not find any control not registered
- reinstalling did not help
- trying to run as admin or different user did not help
